Voice-mail messages should be updated whenever you will be out of the office for an extended period of time. There should be a service standard that all voice-mail are responded to by the end of the business day. Organizations are judged based on their systems and processes that support the customer experience.
If the call is after hours, then it must REALLY be an emergency (C-level or high level manager) so one of us will answer. Anything else goes to the help desk. If you designate a phone number for anything other than an emergency, then 9 times out of 10 people will call you for piddly little stuff that they could just send to help desk.

After hours menu is always enabled by default. It cannot be deleted or disabled. Any time period not covered by any other business hours menu will be set to after hours by default.
