Depending on your connection to the person you are trying to reach, it is necessary to decide ahead of time what to say. So, avoid being the person that calls someone but then has no idea what they want to say. Especially if it goes to voicemail. Also, do not read off of a script. If you do this two or three times in a row, you further degrade your chances of ever connecting with this prospect. Since they've now seen your number come up multiple times without once receiving a voicemail, they're aware this call is definitely not one they need to take. You can bet the next time you call, they're not picking up.
If your Android phone doesn't have the Google Voice app, go to Google Play Store and search for it to install it on your device. Once installed, launch the app, and go to the "Menu" at the top left, and select "Settings." Then, go to the "Voicemail" section and tap on the "Voicemail greeting."
