Reading from a note will help you say what you want without any hiccups or interruptions. Call the person and keep your notes in hand. Once you’re in recording mode, read out from the note to sound as professional as possible.
Why not shorter than 20 seconds? The voicemail indicator will tell the contact how long the message is, and if it’s just 5 or 10 seconds, it may seem like a spam call or a wrong number, which means they won’t listen to it at all. Messages between 20 and 30 seconds seem important enough to listen to but not so long that they’re off-putting for the contact.
Phrases like, "Please call me back when you get this," "I'm really looking forward to hearing from you," and "Call me at your earliest convenience," are pushy, aggressive, and borderline desperate.

This person called you, which means that they set aside, at minimum, about 5 minutes for their call and they were mentally prepared to spend at least a minute on polite "Hi Bob, how are you and the family?" chit-chat, so a message that is 10 seconds longer is NOT an imposition.
To create a greater sense of authority, and that you are somebody important, list the name of a person and company who you've worked with before, especially if that person and company is a direct competitor of the person you are calling. Nothing grabs the interest of the person you are calling faster than hearing the name of their main competitor.
