Your voicemail service is usually controlled by your mobile carrier, therefore, the most reliable way to turn off your voicemail is to ask their support team to disable it:

Your voicemail service answers calls and saves messages when you can’t or don’t want to. Messages can build up quite quickly; luckily, we can listen to and/or delete them from our phones, allowing space for more.
“(Intro) I’m calling regarding the voicemail I left you (earlier today/yesterday) about (example: how we recently helped competitor 1, 2, and 3 avoid ______ while ______) and wanted to see if it would make sense for us to have a conversation to determine if what we do would be of some help to you as well. If you’d like to discuss this further you can reach me at __________. I’ll send a follow up email to this message so if it’s easier to reply that way you can or if you’d rather talk via the phone, again, my number is _________.”
4. To delete multiple voicemails, select and hold the first voicemail, then click on “More items.”
After the tone, leave your name, number, and tell where you left the money. I’ll get back to you as soon as it’s safe for you to come out of hiding.
Note: There is never a reason to give your sales pitch on voice mail. No one is there to say yes. Your objective is to make contact. Your objective is to provide enough information to create positive response.
5. Change mailbox settings and greetings. Access voicemail. From the Main Menu, press 4 for Mailbox Settings. Press 3 for Greetings and follow the prompts. Set up sub-mailboxes.

You will probably have to practice it a few times, until your voice is stronger, louder and clearer. That’s your homework now, in case you haven’t got a Voicemail greeting.
It’s better to say “I apologize” instead of “I’m sorry,” as the former is more effective in conveying your regrets without needing long explanations.
4. By default, your voicemail will be setup with your carrier's generic greeting.
This ensures understanding and helps the prospect write it down accurately. However, don’t repeat yourself—say the same thing in a different way.
