If voice mail options are grayed out, you're using the Skype for Business voice mail service with cloud PSTN. Voice mail options aren't available in Outlook.
You can allow callers to press 0 and be transferred to another phone number, of your choosing, when they reach your voicemail greeting.
If you want to add another condition to your rule, select Add condition. You can add multiple conditions to a rule but do this judiciously so your rules don't become overly complex.

Don’t give up when you don’t receive a call from lead you’ve reached out to. You will need to make at least a handful of calls, plus emails and texts, over the next couple of weeks to maximize your chances of speaking to the lead.
