A. Employees should take this time off to relax and recharge before spring semester commences. However, if you cannot take winter break because of research, for instance, you are not prohibited from working. All designated service areas must be pre-approved by senior leadership. I’d side-eye if an OOO for a couple of days off said that, unless someone was in an unusually time-sensitive role. But if someone’s out for long enough that there’s an alternate contact provided, that’s long enough for them not to be wading through missed emails when they get back.

Professional politeness is fine, and good, actually, as long as it's not a cover for other, less praiseworthy behaviors, and what constitutes "important" is going to vary wildly, depending on whose boss is the one assigning the tasks — my boss may not care that an employee's access to a system gets delayed by a week or two, but the employee whose sales are dependent on having access to that system certainly does, for entirely understandable reasons.
