Yupp! At this particular place we had a client who could not get a hold of someone. They made a huge stink about it and this became company policy. We also had to change our VM every night. We also had to reply to any emails we received within 4 hours. Even if we didn’t have an answer.
I would say that "best of luck" would refer to something more specific, Whereas "All the best" is a generic well-wishing.

If you receive a high volume of customer service texts, you may want an auto-response in place that acknowledges a customer query has been received. I worked with a guy years ago who would update his voicemail greeting literally every time he left the office. So the bare minimum would be that he’d record a new message when he arrived in the office in the morning. Then, when leaving for lunch he’d record a new greeting listing the time he would be back in the office, then he’d record a new message when he got back from lunch, then a new one at the end of the day saying he would be back in the morning. That’s not even counting the times he was out of the office on work business. It was deranged, especially since he had the type of job where he would normally be in and out of the office often.
However, I’ll be checking in whenever I can, and will respond to all emails marked ‘urgent’ as soon as I am able to. For immediate assistance, you can contact me on [mobile number].
Which is why the workers who do have the ability, whether through place within the hierarchy or company culture, should not squander it. In fact, they should recognize the OOO as an opportunity to model and normalize organizational or even industry-wide guardrails (as opposed to bullshit feebly-maintained ‘boundaries’). It’s why, starting this summer, we need to embrace the blunt, descriptive OOO message.

I don’t think it’s condescending, but I do find it annoying. I have a coworker who sometimes writes emails in this tone of voice, and it’s honestly way too much.
