To record greeting, it is mandatory to have a strong internet connection. Alongside, even if the network connection is perfect, then switch to Wi-Fi to Cellular data or vice versa.

Pro tip: You can double-check to see if voicemail is set up on your iPhone by dialing and calling your own phone number in the Keypad of the Phone app, or by calling your iPhone using another phone.
To turn your iPhone off, press and hold the power button until you see the red power icon and slide to power off appear on the display of your iPhone.
