Besides creating an audio file in the right format (Adaptive Multi-Rate), you also need to trick the iPhone to upload your new greeting to the AT&T servers:

When you use the Google Voice app, you can record a greeting up to 3 minutes long. If you use Safari to record the greeting, it can only be one minute long. If you don't record a new greeting, callers hear the default greeting.
To change your voicemail message on iPhone: 1. On your home screen, tap Phone. Tap the Phone icon on your home screen to launch your device’s phone calling app. 2. At the bottom, tap Voicemail on the menu bar. You will see a menu bar appear at the bottom of your screen. Tap Voicemail in the bottom right corner. 3. Tap Greeting in the top left
2 - Navigate to your Dashboard > Audio and find the file named “recorded by phone” in the list, usually last page. You can now edit this file to rename it should you wish!
This is an Apple bug that has been there for YEARS, and they STILL refuse to address it!!!
Click on the Phone icon on your home screen. Tap the Voicemail icon. Tap Set up. Follow the step-by-step instructions to set up your voicemail including how to: Select your seven to fifteen digit voicemail password (numbers only, no letters or special characters). Record voice signature and/or greeting, if desired.
Accessing voicemail on an Android phone can be achieved by hitting and holding down the 1 key on the number pad until the system dials your 10-digit phone number, as seen in the screenshot.
To change your greeting: Call into your voicemail. Press 3 for personal options. Press 1 for greetings or mailbox name. Choose what you want to do: Press 1 to record a personal greeting; Press 2 for a temporary greeting; Press 3 to use a system-generated greeting; Press 4 to set up a greeting when your phone is busy; Follow the voice prompts.

To set up your voicemail, press *98 from your home phone or call the retrieval number you received with your welcome letter. Voice prompts will guide you through the rest of the steps.
To access voicemail from another line, call the phone number, let it ring till it goes to VM, then interrupt the greeting by pressing * and entering the PIN. You can also call 8056377243 > press * > enter 10 digit phone number > enter PIN to access your voicemail.
2. If you don't have a Voicemail app on your phone, or you aren't sure how to find it, you can still set up your voicemail using the Phone app. Tap on the Phone app to open it.
