I have tried all of the suggestions above and still can't save a custom voicemail greeting. seems like such a simple task, I can't believe Apple hasn't fixed this bug. Thank you, US Mobile team. I had issues with voice mail on my new phone and you persisted until we finally got it resolved. It turned out to be erroneous numbers in the “Call Forwarding” settings. You were courteous and called me to work on it when that became more efficient than our emailing. Very good service.
Check your voicemail on iPhone. In the Phone app , Visual Voicemail (available from select carriers) shows a list of your messages. You can choose which ones to play and delete without listening to all of them. A badge on the Voicemail icon indicates the number of unheard messages.
5. Using Visual Voicemail: Access your voicemails. As long as your carrier supports visual voicemail, you can access your voicemails by tapping the Voicemail button in the bottom right corner of the Phone app's screen.
6. After the message has played, you’ll be given some options for what to do with the message e.g. delete or save it, etc. along with the corresponding number to press.

Once this screen has appeared all of your old voice mails will display. Tap Greeting in the top left.

Setting up a new voicemail message is the same on any iPhone that runs iOS 9 or higher. Use the steps below to set a custom iPhone voicemail message.
On the Greeting page there are two options. The standard option is to use the default iPhone voicemail message, but you can also record a custom message. If you already have a custom iPhone voicemail message recorded, tap Play to listen to it now. Otherwise tap Custom.
