What eventually worked is going into my deleted voicemails and pushing "Clear All".
Visual Voicemail won't let me play back or adjust greeting. I have a new iPhone SE running iOS 9.3.1, restored from a backup of my old iPhone 4S. Also I have changed carriers upon getting the new phone to Cricket from AT&T. When I set up the new iPhone, it installed carrier updates from iTunes and the Phone app let me set up my visual voicemail

In your Phone app, navigate to the number pad. Pressing and holding the 1 key will dial you into your Voicemail's main menu instantly. At present, you have to record your greeting by recording directly into the iPhone microphone -- the results of which are average, of course.

The greeting section does not work. Call your own number and listen to the automated voice tell you whether you have messages or not. Then wait for further instructions. It will tell you to press four for personal options and then you press three to change or listen to your previous greeting.
