Besides creating an audio file in the right format (Adaptive Multi-Rate), you also need to trick the iPhone to upload your new greeting to the AT&T servers:

Tried all of these suggestions. Still can't get voicemail to record greeting. Says it is on custom greeting, won't allow me to play. Won't allow me to switch to default. Suggestions? If your carrier supports the iPhone voicemail feature, you can retrieve and listen to your voicemail right from within the “Phone” app and call your contacts back by simply tapping their messages. My voicemail doesn’t tell me the number, date or time the caller made the call. Can it be set up to do these things?

Make sure that you set up your voicemail. To check, dial your own phone number from your iPhone and leave yourself a message. Call your iPhone from another phone and try to leave yourself a voicemail. Go to the keypad and press and hold on the 1, or press the Call Voicemail button. This dials voicemail. Check if you have any missed messages.

I tried turning Wifi off, I tried resetting. My greeting screen was just frozen.

Sprint: Sprint has its own basic voicemail for you to set up. In order to get there, you’ll need to press and hold the 1 button and create a four-to-ten digit passcode to access your voicemail. You’ll then need to follow the voice prompts to set it up.
