To check your voicemail messages from another phone: Call your 10-digit wireless number. When you hear your voicemail greeting, press the * key to interrupt it. If you reach the main voicemail system greeting, enter your 10-digit wireless phone number, then interrupt your greeting by pressing the * key. Enter your voicemail password when prompted.

Solution 1: Disable Wi-Fi and Use Cellular Data While Changing Voicemail Greeting
This is an Apple bug that has been there for YEARS, and they STILL refuse to address it!!!
To change your Standard Voicemail greeting follow the directions below. Enter your password and the press # key. From Shoretel Communicator (You will need to have access to your Shoretel phone to record the message) In the menu bar, click More, then Prefereces. Your phone will turn on and beep. Begin your message.
Tap a message notification. When you get a voicemail, you can check your message from the notification on your phone. Swipe down from the top of the screen. Tap Voicemail . Call your voicemail. You can call your voicemail service to check your messages. Open the Phone app . At the bottom, tap Dialpad .
To change your voicemail message on iPhone: 1. On your home screen, tap Phone. 2. At the bottom, tap Voicemail on the menu bar. 3. Tap Greeting in the top left corner of your screen. 4. Tap Custom if you want to record a custom greeting. 5. To record a new greeting, tap Record. Tap Play to listen to it. 6. Lastly, tap Save in the top right corner.
As I mentioned earlier, one of the common reasons why an iPhone won’t play voicemails is because the Phone app isn’t working properly. Closing and reopening the Phone app allows it to “shut down” and start again, which can sometimes fix a software glitch.
Make sure that you have the latest version of iOS. Check for a carrier-bundle update: Go to Settings > General > About. If an update is available, a message will ask you to update. To check your cellular network connection, try to call someone.
