Worked! I had to do all of the above, delete saved voice mails, AND turn off wifi, on cellular, and rebooted phone. Note: The maximum greeting length is 60 seconds. Once the limit is reached, the recording will be saved automatically.

I have tried all of the suggestions above and still can't save a custom voicemail greeting. seems like such a simple task, I can't believe Apple hasn't fixed this bug.
