When you use the Google Voice app, you can record a greeting up to 3 minutes long. If you use Safari to record the greeting, it can only be one minute long. If you don't record a new greeting, callers hear the default greeting.

I had to reset voicemail password over myatt app. And after that I was able to acess my voicemail over the phone. Still I cant change voicemail over the phone. Worked! I had to do all of the above, delete saved voice mails, AND turn off wifi, on cellular, and rebooted phone.
