What eventually worked is going into my deleted voicemails and pushing "Clear All".
The greeting section does not work. Call your own number and listen to the automated voice tell you whether you have messages or not. Then wait for further instructions. It will tell you to press four for personal options and then you press three to change or listen to your previous greeting.

If you don’t have access to your online account, you can dial in to your voicemail by pressing and holding the ‘1’ key on your phone’s keypad. After your phone connects to the voicemail system, you can access your password settings by pressing ‘*’, followed by the 5 key.

If the message is for work, try to keep it professional and avoid mistakes, if possible. If you’re working in retail, apologize for not picking up and note that you will call them back. Regardless of your occupation, try to keep the message short. It shouldn’t be longer than 25 seconds. If the voicemail is personal, feel free to leave a silly, short message that lets the caller know it’s you.
