turning off wi-fi didn't do it... So I deleted voicemails, then I cleared all. I still could not record a new greeting, so I turned the phone off, then on again, and that worked--I still had wi-fi on. 1. Turn on your phone and launch the Phone app. Turn the power on for your phone. Then, tap the Phone app.
Step 1 Open the app on your phone. Go into your iPhone dialer and access the voicemail features. Step 2 Change the default settings. On the keypad, type "*5005*86*0123456789#" – NOTE: "0123456789" is the number to which you want your voicemails to be sent to. Step 3 Save the new settings.

Solution 1: Disable Wi-Fi and Use Cellular Data While Changing Voicemail Greeting
On the iPhone, go into voicemail and tap "Greeting". Record a few seconds of something and tap stop. Before you tap save, use iFuntastic or SFTP to navigate to /var/root/Library/Voicemail on your iPhone. You'll see a file called "Greeting. amr". This is the audio you just recorded. Delete that file and replace it with your custom message which should then be renamed to "Greeting.amr". Tap "Play" on the iPhone to verify your message works. If it plays, tap "Save" and your custom message will be uploaded to AT&T's servers.
