This is an Apple bug that has been there for YEARS, and they STILL refuse to address it!!!

No you can’t. I just called and asked for it to be turned off completely and was told it is impossible. It’s aggravating to get conflicting information. Obviously either the CS Team member who wrote the previous post, or the employee I just spoke to on the phone, doesn’t know what they’re talking about.

The first time you tap Voicemail, you’re asked to create a voicemail password and record your voicemail greeting.
Make sure to keep the microphone in an appropriate angle and distance while recording. When finished, tap “Stop” and finally “Save”.
On Android devices above Android 5 (Lollipop), open the Phone app. Then, press and hold "1" to call your voicemail. Now, enter your PIN and press "#". Press "*" for the menu. Press "4" to change settings. Press "1" to change your greeting. Make sure to follow all the instructions.
4. Google Voice. For people living in the United States, there is a great voicemail application available for you. Google has also succeeded in this field and launched Google Voice.
Enter a voicemail password then click done. Re-enter password then tap done again. Now go to your voicemail greeting and you will be able to edit your greeting. Close all open apps by double-tapping the home button, then swiping up and off the screen with the app window (not the smaller icon).

Click the Messages button on your phone. This will dial in to the Spectrum Voice portal. Enter your temporary voicemail password - If you do not have your temporary voicemail password, please see your system administrator.
3. Enter your Pin Number. You will need to know your pin or passcode in order to check your voicemail. If you don't have this code, you will have to retrieve it from your carrier. You will hear instructions to input your pin. Hit the pound key after you enter your pin. Follow instructions on how to listen to your voicemail. It's usually to push a certain number (like 1). That's all there is to it. You should be able to hear your voicemail messages now.
To access voicemail from another line, call the phone number, let it ring till it goes to VM, then interrupt the greeting by pressing * and entering the PIN. You can also call 8056377243 > press * > enter 10 digit phone number > enter PIN to access your voicemail.
3. Force close and reopen the Phone app. To force close Phone, on iPhone X and later swipe up until you see the apps in task view, then swipe up again on Phone.
