Alright let me try to clear this problem as much as I can. From the parent carrier, we have a limitation or you can say a requirement that all numbers should have the Voicemail set up. So what we do for those customers who don’t want it, we disable it from our side but again the numbers keep syncing from the parent carrier’s network from time to time (roughly once a quarter). When the numbers get synced, voicemail automatically gets enabled. To some people, this is alright but sometimes it becomes inconvenience for the customers to call us again to disable it.
An extended absence greeting lets you record an alternate greeting without deleting your standard or personal greeting. It can be used as an after-hours message or for special instructions. To add an Extended Absence Greeting, first dial into the voicemail system. Either: From your mobile device, dial 1 + your 10-digit cellular number + CALL Or

I have tried all of the suggestions above and still can't save a custom voicemail greeting. seems like such a simple task, I can't believe Apple hasn't fixed this bug. On the Phone tab, click the voicemail icon below the dial pad, and then click Change Greetings. Skype for Business calls your voicemail and guides you to record a personal greeting.
If you want to change your default greeting: Open the YouMail app and tap the Menu (☰) icon in the top left corner of the screen. Tap on Greetings. Under the default phone/phone number, tap Change. You can either record your own greeting or select an existing one.

I could press play and then if I don't like what I hear, I could press record one more time and when I'm satisfied, I could press save on the top right and it's going to save my greeting and that's all I have to do to set a new voicemail on my iPhone.
