No you can’t. I just called and asked for it to be turned off completely and was told it is impossible. It’s aggravating to get conflicting information. Obviously either the CS Team member who wrote the previous post, or the employee I just spoke to on the phone, doesn’t know what they’re talking about.

If you’ve already created a custom voicemail on your iPhone, you can tap Play to see how your voicemail sounds. If you’re interested in creating a new message, tap the Custom button. From here, you can start recording your message by tapping Record and tapping Stop whenever you’re finished. Once you’re finished recording, tap on Play to make sure the message comes across as you’d like and hit Save (in the upper right) to save it as your voicemail.
I have tried all of the suggestions above and still can't save a custom voicemail greeting. seems like such a simple task, I can't believe Apple hasn't fixed this bug. On the iPhone, go into voicemail and tap "Greeting". Record a few seconds of something and tap stop. Before you tap save, use iFuntastic or SFTP to navigate to /var/root/Library/Voicemail on your iPhone. You'll see a file called "Greeting. amr". This is the audio you just recorded. Delete that file and replace it with your custom message which should then be renamed to "Greeting.amr". Tap "Play" on the iPhone to verify your message works. If it plays, tap "Save" and your custom message will be uploaded to AT&T's servers.
I have the same problem. I’ve also worked with the support line (via the chat option), and have been unsuccessful at getting it set up or enabled. “The voicemail box number is invalid…”, yet, if I call my number, I can leave a voicemail, but have no way to go in and retrieve it.
