One of the first things you might want to do when you set up a new Samsung Galaxy S10 is to record a voicemail greeting. Unfortunately, it's not obvious how to do that, so many people make do with the default greeting.
Tap Change Voicemail Password. Enter the new password (4-6 digits) then tap Done. If requested, enter the current password. Re-enter the new password, then tap Done. Call the voicemail system to change your password: From your AT&T wireless phone, press and hold 1. For AT&T Wireless Home Phone, dial 1. If prompted, enter your voicemail password. If you have new messages, press the * key to skip to the Main Menu. In the Main Menu, press 4 for Personal Options. Press 2 for Administrative Options.
5. Use voicemail on a computer. Download messages to a computer. If you're the Primary Account Holder, you can save your messages from your My-T-Mobile account.

You can change your voicemail password by calling (800)-331-0500 from your iPhone. You’ll reach AT&T’s automated customer service menu which will ask for your phone number and billing zip code. A few seconds later, the message “Password Incorrect – Enter Voicemail Password” will appear on the display of your iPhone. Enter the last seven digits of your cellphone number to change your voicemail password. I strongly recommend that you read AT&T’s support article on changing your voicemail password before attempting to do so.
However, some cellular service providers allow users to access and update their voicemail by calling their own numbers from working landlines or phones on other wireless networks, so users whose accounts include such an option and who have access to alternative service could keep the voicemail greetings updated even when their own mobile phones cannot connect to cellular or internet service.
Most of the time, an update to your carrier’s voicemail app or settings will cure the issue; however, it is important to confirm that your voicemail number is appropriately configured before proceeding any further.
I still get the same issue. I called my voicemail. It's set up and I was able to change my voicemail like that and listen to my messages, but the visual voicemail on my iPhone doesn't show any messages and will not allow me to create a new voicemail like it use to. Every time I click save it says "Greeting save failed. Failed to save your greeting"

Alright let me try to clear this problem as much as I can. From the parent carrier, we have a limitation or you can say a requirement that all numbers should have the Voicemail set up. So what we do for those customers who don’t want it, we disable it from our side but again the numbers keep syncing from the parent carrier’s network from time to time (roughly once a quarter). When the numbers get synced, voicemail automatically gets enabled. To some people, this is alright but sometimes it becomes inconvenience for the customers to call us again to disable it.
The tutorial performed below was done on an iPhone 5 that is using the iOS 7 version of the operating system. Your screens may look different if you are using a different version.
