What eventually worked is going into my deleted voicemails and pushing "Clear All".
I had installed WhoApp yesterday to see how I might like it, and decided to uninstall it. WhoApp uses its own VoiceMail, so when I uninstalled it and couldn't change my greeting, I was ready to blame WhoApp! Thankfully, this thread gave me the correct solution.
