1. Check Your Voicemail Settings. First, you should make sure that your voicemail settings are correct. You can check these settings for yourself using the Phone app on your device.
1. Enable airplane mode on your phone, so calls are automatically routed to voicemail.
In the Voicemail section, tap Voicemail greeting. Tap Record a greeting. Tap Record . Record your greeting and when you’re done, tap Stop . Choose what you want to do with the recording: To listen to the recording, tap Play . To replace the recording, tap Redo. To save the recording, tap Save. Enter a name for the new greeting and tap Save.
I have the same problem. I’ve also worked with the support line (via the chat option), and have been unsuccessful at getting it set up or enabled. “The voicemail box number is invalid…”, yet, if I call my number, I can leave a voicemail, but have no way to go in and retrieve it.
5. When you're ready to begin recording, tap on "Record" and begin speaking. Once you begin recording, you'll see the line turn red. This indicates how much time you have left.

If you reach the main voicemail system greeting, enter your 10-digit wireless phone number, then interrupt your greeting by pressing the * key. Enter your voicemail password when prompted.
If you persistently can’t save your greeting, you may need to reset your phone’s network settings. The iPhone needs to access your network’s data connection to save changes to your voice mail configuration, and if it can’t connect to 3G or 4G, it won’t save the changes.
Change the message as often as you like. To add a status message.
